Resizing image but it can be blur

i am resizing image in profileIcon by(32,32px) and in that the image is blur so what i have to do

i have to upload profile image and icon and profile image is grater then 300px so it will convert in to 300300 and render, in icon i do the same but size is 1616. After upload icon it will blur . i am expecting that icon can not visible as blur.
