Since #111, we've been providing a resource pack containing just what differs from vanilla.
With us moving to support multiple versions of MC in #176, we will need to start providing an entire resource pack in order to provide a consistent experience.
This resource pack can be constructed by just layering Vanilla Tweaks over the vanilla resource pack.
