Vertical scroll bar is missing in Selenium IDE in commands List when window is too small

🐛 Bug Report

To Reproduce

if the window screen is minimized and we want to use the option for Record from here or other commands which are at bottom in the list we cannot use them since there is no scroll bar.

Expected behavior

Scroll Bar should be visible in the command list as well.

Environment

OS: windows 8
Selenium IDE Version: 3.16.1

Browser:
Browser Version: chrome Version 79.0.3945.88
