Add the skip-mode enabled initialize.py to the SeattleTestbed repos. #4

initialize.py script has been modified to include the skip-mode functionality (i.e skipping the already exisiting directories inside DEPENDENCIES).
This change should be reflected in the build-scripts of all other repositories of SeattleTestbed. Hence, initialize.py should be updated in other repositories.

@Ashmita89, I think you verified that all of the copies of initialize.py and build.py are up-to-date across @SeattleTestbed's repos. Correct?

Hi @aaaaalbert ,I have verified build.py.However initialize.py is not updated @seattle Testbed 's repos.

OK, once #7 is under control, can you create forks+branches to update initialize.py across repos?
