Push catalog to AMDA

Users should be able to push a catalog to its user space in AMDA. This would erase the distant catalog if existing (probably we need a confirmation before doing it?) and create a new one if none existed before.

Very hard to say, I don't know whether there is a library which does the publish for us or not. I can't estimate the implementation time.

In theory, it should be quite straight-forward using SAMP protocol with Astropy.
AMDA implements this protocol and already work with existing tools like TOPCAT.

I think counting 2 days is a good idea for the implementation and manual testing. If the other side plays the game, it should be feasible.
