Provide way to open peripheral views in maximized mode (Activity Layout)

The workbench supports maximizing the main area by hiding the views in the peripheral area. Consequently, in this mode, the views in the peripheral area cannot be opened anymore.

Describe the solution you'd like

Views in the peripheral area should be minimized, not removed.

See IntelliJ or Eclipse for inspiration. I can think of switching to an activity layout when maximizing the main area, where the views in the peripheral area are minimized but can be opened individually.
