With p2786r13 being accepted in C++26 in Hagenberg, we need to update our definitions to track the standard. This includes investigating all mentions of relocatability in HPX, and introducing the notion of replacability. However, P3516 (forwarded to LWG for C++26) suggests we keep the interface of the algorithms as is.
