Bug Description

When adding a contact within the case person tab for an IPI case, IPI is missing from list to select for disease of source case

Reproduction Steps

1. login as nat user on qa
2. go to case directory
3. create ipi case
4. go to case person tab
5. click new contact
6. try to enter disease of source case, IPI is missing
   ...

Expected Behavior

should list all diseases that are able to be listed as cases.
