The generate.groovy script needs to take the compatibility of a plugin with the used Jenkins core into account.

The update center allows us to define specific Jenkins (LTS?) version to get the compatible only plugins. See here.

In that case the update/generate.groovy could be adapt e.g.

updateCenterUrl = "https://updates.jenkins.io/update-center.json?version=2.346.3".toURL().
