Update Sphinx documentation to use local template #1

The Sphinx templates depend on having Sphinx installed.

github-tools should help with this, but how do I import an existing project?

If you like the doc template I have, I'll submit a pull request. It uses local installation. Or I can always switch to the basic format ;)

I think the basic format is best for people who want to generate it themselves.

On the other hand, I'm not sure if Sphinx provides a fallback if the template fails to load or the like. If it does, I do like the ADC theme and we'll use it, change things up a bit.
