PSP gives me error 80020148 when attempting to open a game I packaged

Hello!

I recently stumbled upon this, however I have been unable to boot a PSX game on my PSP. I am using Firmware 6.61 Ark-4 cIRL. Everytime I attempt to boot, I get the health and warning screen, followed by a return to the XMB screen with an error of 80010248.

I have tried with the CLI on Linux (Debian Trixie) and the GUI on Windows 10.
