[BUG] OpenAI Compatible scroll bug

There isnt a scrollbar, changing size/place/dock side doesnt work. i think this is the hidden text (i got it by dragging my cursor and copied it):

i just installed it, its my first time.

Expected result

it should still create one scrollbar, but it should scroll the content instead of the whole html view

it DOES create a scrollbar but it scrolls the whole thing instead of inside of it

I've analyzed this issue and here's my proposed implementation plan:

Root Cause

In webview-ui/src/components/welcome/WelcomeViewProvider.tsx (line 378-390), the API options container for the custom provider selection uses:

The max-h-[600px] combined with overflow-clip causes problems when the provider settings content (e.g., OpenAI Compatible with custom headers, model capabilities, max tokens, context window, etc.) exceeds 600px in height. The content gets clipped and hidden. The outer TabContent component has overflow-auto, so scrolling moves the entire view (including the radio buttons and heading) rather than just the settings area.

Proposed Fix

1. Increase max-h-[600px] to max-h-[5000px] in WelcomeViewProvider.tsx line 380. Since this value is only used to drive the CSS max-height transition animation (from max-h-0 to the expanded state), setting it to a large value ensures all content is visible regardless of which provider is selected. The actual rendered height will still match the content height - max-height just sets the ceiling. The transition will still work correctly since CSS transitions animate between 0 and 5000px, and the browser clamps to the actual content height visually.

2. No changes needed to Tab.tsx or OpenAICompatible.tsx - the outer TabContent already handles scrolling correctly via overflow-auto, so once the content is no longer clipped, the full page will scroll naturally to show all settings.

This is a one-line change in a single file.
