Feature: Softcore-only Hashes / Supported Files

One idea I've been playing around with for a while is the idea of allowing patches in softcore that aren't hardcore viable - things where the memory lines up, and it's not different enough to get a separate hack set, but some feature is added that makes it no longer fair for competitive players.

Some examples include:

• Translation patches with built in cheats, where they are the sole translation patch available for that language
• QoL patches that provide an in-game menu of options, like the exp/money multipliers for Phantasy Star
• Game trainer patches
• Patches that change the way saving works, like the one that replaces the password system in Metroid with save files
• Higher card drop variants of Yu-Gi-Oh! hacks
