Setup continuous testing

Eventually this project needs to have continous testing implemented, especially as we are using the system, we can't be merging things in that don't pass some level of quality.

• Install tests: given an Ubuntu 16 and an Ubuntu 18 environment, does running the install script work?
• Code coverage
• HAROS
• Unit Tests

need to get the python linting to stop traversing symlinks and stop checking if inputs actually work. I don't want to have to install and build the whole system for the linting pipeline.
