So I have tried everything, I reinstalled Pi OS Lite (64-bit) then I did the following commands:

sudo apt update && sudo apt full-upgrade -y && sudo raspi-config && sudo reboot

After, I invoked RaspAP's quick installer:

curl -sL https://install.raspap.com | bash

It installed, below is the whole install:

So is installed, then I go to check my phone see if I can connect to the hotspot, but it doesn't appear, restart it, configure optimal channels, correct locality, all of it, reboot the Pi, everything, but nothing works. I am not sure what is happening and would greatly appreciate some help

The latest kernel (6.6.31, perhaps earlier) has a known issue with brcmfmac, the firmware driver for the WLAN chipset.
Until a patch is released, you can avoid this by not performing a full-upgrade with apt after first booting the OS.

Possible workaround:

sudo modprobe -r brcmfmac
sudo modprobe brcmfmac feature_disable=0x82000

To make the above permanent, load the module with this option at /etc/modprobe.d/brcmfmac.conf by adding:

options brcmfmac feature_disable=0x82000
