ramen should provide a way to exclude the volsync and submariner resources from velero backups

We have serviceexports and endpointslices being created by volsync and submariner when cephfs dr protection is enabled. These resources are being backed up and restored by ramen in discovered app mode.

This is wrong and cause problems with submariner.

In #1741 , we are labelling the ramen resources so that they can be excluded automatically in velero backups. However, that PR is only labelling ramen owned resources; we need to label the dependent project resources too.
