In local dev this is fine, but for installation, the index needs to be pre-generated and then installed as a resource file.

Related to #2896 - will cause issues when modules are installed as a privileged user and than run as a non-priv user.

Again, please check #2983 . p6doc has been totally refactored, and what is installed right now is deprecated and will go in the near future.

Hopefully this will help people find the right place to apply their
efforts. And prevent JJ from having to link to Raku#2983 in more new PRs.

Examples of the need include Raku#3196, Raku#3202, Raku#3422
