TBD:

Is the water flag used by the client? If yes, how exactly?
Is this just a regular bitfield, or did the type actually change in between versions (seems like the unused space was re-appropriated)?

IIRC no other value was present in any of the 1.3 files - but it might be worth keeping an eye on updates just in case?

The placeholder in the GAT reference should likely be removed when this issue is resolved.
