Add test cases for decoding RSW 2.3 files

At a glance, there doesn't appear to be any obvious difference compared to 2.2. But then, there aren't really many examples to look at. It might just be similar to the GND version that was effectively "skipped" (files didn't use the new feature and were quickly replaced)? It could also be that the RSM instance properties have changed, the node names look rather suspicious but I haven't looked at this in detail yet.

Be that as it may, this is a reminder that those test cases were missing (or rather, it's currently covered by the test for 2.2).
