Enable Cross-Tier Free Usage

Why are you submitting this feature request
Currently the 3GB of free data storage we give is limited to those in the free account tier. The moment someone upgrades, they lose access to this 3GB of free data storage ,even if their account is storing less than 3GB.

Describe the solution you'd like
The solution I would like enables functionality such that regardless of the account tier (free, paid, partner, etc..) as long as the account isn't storing more than 3GB of data you should still get the free usage.

We should only consider charging the user if they are non-free accounts, with data consumed greater than or equal to the 3GB free limit.
