Motivation
Use the same code path for HIP and OpenCL
Technical Details
Enables direct dispatch for any api under Linux. Note: affects OpenCL only, since HIP already uses direct dispatch by default
Test Plan
CQE had a run with OpenCL tests before.
Test Result
Tests were passing.
