Potential move to Python 3.11 #104

This is due to BioSTEAM's announcement for moving to Python 3.10 in August: BioSTEAMDevelopmentGroup/biosteam#159

We'll still test for 3.9 for compatibility, and I'll try to maintain the compatibility if it's possible, I'll note here if we have to move to 3.10 as well.

@yalinli2, turns out that Anaconda for python 3.11 is now main distribution since July. I plan to skip the transition to python 3.10 and wait until end of October to move to py3.11 in BioSTEAM. Hopefully this gives enough time for everyone to switch.
