Preserve entered upload file on form error?

In testing, I noticed that if I specified a file to upload while on the proposal editing form, but made a mistake elsewhere so that after submitting, I come back to the same form, that the file upload field doesn't preserve the file I had wanted to upload. Not sure if this is something we can even fix, but the form is long and it would be easy not to notice that the file field needed to be set again.

I think we could fix this using https://github.com/caktus/django-sticky-uploads

I’m pretty sure this is a browser best practice, to avoid malicious server/JavaScript code to fill a file upload field and submit the form, thereby uploading files without human check.
