Per the Constitution, all committees not in good standing are not allowed to reimburse purchases. Add a new section to the UI to place committees in bad standing, remove them from bad standing (treasurers), see if a committee is in bad standing, appeal a bad standing (officers). Further, forbid any requests or approvals while a committee is in bad standing.

This can probably be combined with the new infrastructure UI in #197.
