This is what IDLE appears to do, when I look at the code. Have you tried it?

the idea is that the NPC is fully rooted even in combat. can turn and attack but not being able to move at all. kinda like a turret
can name it ROOTED for better understanding
or we can use a new spawner type for it. there is a GCW city spawner iff file.
