.TestApp project's _GenerateServerOpenApiCodegen does not run if only C# code changes #162
Description
The Inputs need to also include the output DLLs, etc. for the _GenerateServerOpenApiCodegen target of PrincipleStudios.OpenApiCodegen.Server.Mvc.TestApp.
