Navigation bar on document search in admin (right hand side) not alphabetized for languages

Describe the bug
The nav bar on the document search page in admin has languages out of alphabetical order (Garshuni coming in between the As, etc).

To reproduce
Steps to reproduce the behavior:

1. Go to 'admin document search page'
2. Scroll down to the language options
3. See error

Expected behavior
For the dropdown language filter options (primary and secondary), we want them to be alphabetized, whether this is done automatically as we add more languages or whether there's a way for us to go and do this manually in the admin.
