[Bug] Skip Open Link Confirm not working

Steps to reproduce

1. Turn setting on
2. Click external link
3. Get asked to Open or Cancel

Expected behaviour

Setting should skip this dialogue.

Actual behaviour

I see a popup asking me to Open or Cancel link.

Version requirement
