[feature] Add option to disable auto proxy connect

Why do you think you need this feature

I really don't need this feature and it only makes my experience worse, images don't load and so on. I understand why it's necessary, but I think it should be toggleable.

Describe the solution you'd like

I'd like to have a switch, which could disable proxy auto-connect. It can definitely be on by default.

Describe alternatives you've considered

I can use a VPN, but sometimes it disconnects and it makes Telegram worse to use.
