Describe the bug
Weather widget does not pull location correctly

To Reproduce
Steps to reproduce the behavior:

Type in "will it rain today" this automatically adds weather widget
Regardless of geolocation (assuming that is working correctly) or if you set your localization settings, weather widget shows wrong location

Expected behavior
Weather should be given with the following

for a region if in the query - ie "what is the weather for dallas, tx"
if not specified "what is the weather today" it should use either the geo location if that is specified or the explicit localization setting
