Remove unneeded Index section from UD templates article (#21)
The Index section was a two-item mini-TOC whose links (`the-why` / `the-how`) 404'd as relative pages. Rather than wire up in-page anchors, remove the Index block entirely — it added no value ahead of two adjacent headings. Closes #21 Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>

Why should you consider scaffolding a new project? While we're here, what exactly is scaffolding? Much like the term's origin a project scaffold is meant to build a consistent framework and design that you can use to build your projects with.
