The LA calibration follows the constituency approach.

The calibration needs to optimize household weights at the local authority level while maintaining national consistency. The process requires LA target matrices ("create_employment_incomes.py").

Implementation involves creating an optimization process with a weight tensor (360 x 100180), combined loss function for local and national targets.
