ExtUtils-Manifest should be upstream CPAN #14020

Per Perl-Toolchain-Gang/ExtUtils-Manifest#1, the Perl Toolchain Gang on GitHub has agreed that EU​::M should be maintained upstream rather than in a half-way state as it currently appears.

Specifically, for blead that means​:

* ExtUtils-Manifest should move from dist/ to cpan/
* relevant tickets on perlbug should get flagged on the github issues tracker if they are not already
* any p5p patches should get applied to the github repo instead

I missed all the email traffic and moved ExtUtils-Manifest and ExtUtils-Command from dist/
to cpan/ this morning, after rjbs gave his blessing in #toolchain irc channel last night.
