Added two new $Q_ \Delta$ generators :

• Jumper : diagonal coefficients allowing 2 order jump per SDC sweeps
• FlexJumper : mix between the Jumper and MIN-SR-FLEX generators, allowing order jumps while still maintaining high numerical stability
