What Does This PR Do
Fixes #26118
Fixes an oversight that I forgot to update the full indexing of 48 layers.... I was tired, it's on me, sorry.
Why It's Good For The Game
My shoes are not made of glue and generally don't have tar in them.

Testing
Loaded it in game, took off a pair of shoes, put on a pair of shoes. Tested the blood layering stuff again. All good.
