changes don't save when editing templates as org admin #10966

Our interface makes it look like a user can edit a template within their org, but the changes don't save.

An Enterprise Org Admin 🔒 said:

I clicked the Pencil, which appeared to change the ‘mode’ so that I could edit the template
I tried to edit the Title but my changes would not save. I tried by clicking in the Title area and editing as well as by clicking the Pencil next to the title and then editing. My changes would not save
