repo-send will fail to create the database if the repository has a none existent database. For example. if testing has been merged and cleaned and is fresh with no files, adding packages will fail.

After merging we should just create an empty database (touch-ing the files works)
But it would be good if creating (or recreating) a repository in general was possible. But for that I'd like more fine-graind permission settings first. And since we're only 3 committers... ;)
