Admin Server "General" Settings View

We need a Settings Page for settings concerning the company environment and server settings. (In the old MS, this page was generated from the config_default.json file -> this should not be done anymore. Now, the frontend should be created by us.)

Hint: later, when we have separated company environments, we need to separate the company settings from the server settings.

• Create a "General" Settings page
• the "Admin" should always have access to the setting page (this permission can not taken away. but other roles should be able to get the right to access and change the server settings)
• Setting for: Changing the Server Log Level
• maybe, if possible: Button for showing the server log level in read-only mode (probably with the monaco editor like for the XML editor)
