It seems that issues is caused by the game drawing the background in tiles that have U exactly halfway between two texels, which the HW renderers samples off by one texel. In this case, we might be able to detect this (since it's a 1-to-1 texel/pixel copy) and shift the Us to be on the texel centers.

Small update on this: the lines appears to be fixed on master with upscaling and Round Sprite Full. For native resolution #13997 has been extended to try to fix it.
