Wrong repo for tensorboard

The WORKSPACE file in the facets project contains stephanwlee/tensorboard instead of tensorboard/tensorboard.

Thanks for pointing this out @rmcloughlin ! Must have been left in from when Stephan and I were updated this repo and the tensorboard repo for some Polymer updates in tandem and the updated code was in his fork before it was merged to the official tensorboard repo.

Is this affecting your ability to build WIT right now, or is this just a notice so we can clean it up and point to the official repo?
