Currently Raven does not offer prebuilt binaries on its Github page. We should add an appropriate CI setup so people can download binaries for their system of choice.

The github actions are building binaries now - so probably this would just be about creating some automation around surfacing binaries when a release is created.

FYI, I renamed this issue to clarify that we want to use GitHub Releases for this.
