It is ported to 1.7 and available here: http://openmods.info:8080/job/NotEnoughCodecs/. I removed it from site since it's currently mostly useless - only known user, OB, stopped using it after removal of radio (NEC was never required for radio, it was just for MP3 streams).

I will probably move it to "Miscellaneous mods" section, with other random stuff.
