Add Load Balancing algorithms under Networking Algorithms

Details:

Hi, I noticed there exists a Networking directory. I wanted to add to the directory by adding load balancing algorithms such as Round Robin, Weighted Round Robin and IP Hash Load balancing.

I would like to be assigned this issue. I will implement the three algorithms in Python and JavaScript/Typescript.
