dependency fgsl not very well maintained

The dependent library fgsl does not seem to be ver well maintained anymore:
See reinh-bader/fgsl#40

We should ask Reinh-Bader how future plans for fgsl are. May be there is a a change to reactivate further development and package maintenance. Setting up a build and package chain für fgsl and UncertRadio seems to be too much and unrealistic at the moment.

Well, there are commits whenever gsl is updated. V 1.6 is in preparation with commits from 2 month ago. I think this is fine atm.

So let's see, if we get any answer on reinh-bader/fgsl#40
It would be much better, if fgsl is well supported and maintained for Linux distributions. Otherwise the way to publish UncertRadio as an official Linux-package is blocked.
