删除本地平行链账本后启动节点不会恢复平行链的运行 #362

如果一个节点本地的平行链账本被删除，节点在启动后不会主要创建这个节点的实例chain结构，那么会导致整个平行链群组缺少一个实例节点

是否考虑在节点启动时通过遍历一遍平行链合约bucket下的平行链列表，将有权限的平行链信息记录与本地实际加载的平行链实例进行对比，然后如果有未加载的平行链则直接走createchain接口，从0开始创建平行链本地账本数据
