Replace testConfigExample.json and DeveloperConfigExample.json

Replace these example files with testConfig.json and developerConfig.json , having them filled in with the example text...further modification to these files should be prevented by gitignore so that on one accidently leaks their keys. (even though everyone should be using test wallets)
