ArcMap crashes when adding ArcGIS online Basemap #2

If not logged into arcgis online and trying to add a base map ArcMap will crash. This only occurs on Windows 10.

From my analysis, the debugging and tracer code is causing the problem. It may not be able to write to a log file.

Commenting out the code resolves the issue.
