OOP2 support for a new Libre 2 RU

Yes. #3514 addresses "UK Libre 2 plus" sensor with patchinfo c6-09-31 ID
This was a case of a new serial number, with the same structure as before (and one more day life).

The RU sensor here and at #3439 (reply in thread) has patchinfo 2b-0a-39-08 and according to @gui-dos is a Generation 2 device along the lines of the US Libre 2 which needs a different NFC command to access it (his comments seem to have disappeared from the discussion).
