Handle users not entitled to vote

In some cases users are not entitled to vote, for example when they join the DAO in between a resolution has been posted and the vote, or for some other reason they are excluded to vote (i.e. distrust).

Example of what is happening now:

We should make clear that you can't vote before pressing the button and also give an explanation to the user
