The COMHIS team has crafted many cleanup functions for Fennica records. They have provided CSV files with substitutions (in practice: record ID, old value, new value). These should be integrated into the pipeline so that the final output data uses the cleaned up values, not the original ones.

First steps in integrating COMHIS cleanups (#94):

- add date substitution CSV
- add script for making a simplified version of it for Catmandu processing (with unit test)
- add a test record with a broken data field that will be used later
